Download speeds of new Games

This is something that really irritates me because I have no idea what effects it. Sometimes, when I download a game, I will get a solid 6.5 - 7MB/s download speed consistently throughout the whole download and its AMAZING. Sometimes with other downloads the speed will go from 1.5MB/s up to 5MB/s and fluctuate up and down OVER AND OVER and it drives me crazy. And other times, I just get straight horrible speeds, like right now for example, I am downloading The Witcher 3 and I am literally getting 600KB/s. That is insanely slow. What happens?

Pause then start it, it should reset the connection and hopefully you'll get your full speed. I think its because of the summer sale, same thing happened to me during the winter sale...
