Need a new cooler for i7 4790k

Hello,
I currently own a Fractal Design Kelvin S36 liquid cooler.
My motherboard is an Asus Maximus VII hero.

I've been facing a lot of heating issues lately; a few months back, it was so bad that I had to refill the tank for the cooler, but it still manages to overheat every now and again with no overclock. *note I have tried reapplying thermal paste and I keep my rig mostly dust free, but to my understanding the problem is most likely from the cooler but it could also be from my cpu.

When I first built my PC, I was able to run the CPU overclocked at 4.5Ghz but overtime I had to reset to defaults and now, every 2 months or so, it overheats and I have to wobble the hell out of the cooler to get rid of air bubbles and get it working.
Now, on a good day, I get 35 degrees Celsius for idle; gaming and graphic design/ rending varies but usually tops at 80, however, the good days are few.

So here is what I'm looking for:
- Preferably lets me overclock to 4.5
- Lower than 28db noise levels (current one is around this and I dont want anything louder)
- Price is not a problem
- Either closed loop liquid or air cooled.

After reading a bit here, here's the list of the things I came up with:
1- Arctic Liquid Freezer 360
2- Cryorig H7 & H5 & R1
3- Be quiet! Dark Rock Pro 3

I am open to more suggestions and just want the best thing possible, do note that Noctua coolers do not fit my rig as dimension-wise they are too big.

P.S. I've heard that bios settings might be affecting my cpu heat, but I am a noobie at working with the bios and I've only set them to "optimized defaults", so I am not sure if there might be a problem there and would appreciate someone helping me figure that out.

If you are running default motherboard BIOS settings (not overclocking) then those temps at load are high. I would first look at the mounting to ensure it's seated as tight as possible. And that's assuming you didn't overdo or underdo the thermal paste application. Also are your radiator fans running at full speed?

Your cooler is about on par with a high end air cooler like the Noctua NH-D15. So you've got something else going on there. Either your closed loop water cooler is failing or it's a mounting issue.

Regarding the coolers you mention, the best bang for the buck is the Cryorig H7. Those other two you mention, one water and one air, are much more expensive. Another excellent option parked in the middle...

Noctua d15 would be the best, but make sure you have enough space in your case, also RAM clearance. Cryorig H7,H5 and R1 are good too. Dark rock 3 pro is pretty loud on max rpm, make sure u tweak it in bios. Non pro version has fan with lower RPM.
Highly suggest to avoid water AIOs, not as good as custom loop cooling system, too loud, life span is worse.

Thanks for the reply, from the dimensions it doesn't seem to fit my motherboard properly and my rams are rather high profile so I really doubt it would fit.

But thanks for the insight on Dark Rock 3 Pro, seems like one I might want to avoid then x)

Would cherish comments on the other coolers.

You dont need to avoid it, all you have to do is tweak fan settings in Bios. Also Non pro version should be cheaper and only 1-2 C worse than Pro. But cryorig makes silent coolers so just grab one.
Noctua is compatible with your motherboard, there is also Noctua d15s version, the one i have. If your case is compatible with 160mm cooler then this will be the best air cooler, extremely silent too. https://pcpartpicker.com/product/xCL7YJ/noctua-cpu-cooler-nhd15s

Thanks for the reply!!

The mounting is as tight as it goes, but this cooler as a very awkward and annoying mount anyhow.
And yes, it used to be great at start but its really bad nowadays, even after carefully reapplying the paste (which lowered temps by around 5), I'm fairly certain it's either the pump of the cooler or a problem in bios settings, when the cpu overheats, if I touch the pump it's also super hot, however, if all is working, it's very cool to the touch.
One thing I forgot to mention is that my case is set up so that it intakes air from sides and below and the top fans act as an exhaust.

H7 seems quite a deal indeed, will wait for some other opinions before deciding :)
