Ram won't work in the right spot

I have corsair vengeance cmy16gx3m2a2400c11r and a Asus Maximus vii formula Mobo. Ram won't work in the 2nd and 4th slots. Pc won't start when the ram is seated correctly. But I put them in slots 1 and 2 and pc works fine and reads ram correctly

Exactly. Both of these problems could be due to faulty cooler instalation. Check if the cooler is slightly tilted, which in turn makes your CPU tilted, which again, could cause some of the pins having bad connection. And because all of that, your memory may not work properly in all slots.
