GPU is on 1% while running games

I recently built my pc off of youtube videos so i could play my games on decent settings. These are my specs.
-i5-6400 2.7 GHZ
-Nvidia GTX 1050ti
-1TB HDD
-500 watt psu
-8 gb of ram
I play Skyrim and barely get 56 fps on medium setting, 35 fps high settings, and 10 fps ultra settings. I also play cs:go but only get 40 fps on high settings. Not sure what the problem is because i've seen videos with the same rig play games like Witcher 3 on high settings on 60 fps.
Edit: Just found out my GPU is not being used when playing games. Its usage is on 1% at most for like 3 seconds

Have you modded it? And also, what settings is the game set to?

Witcher's 1080P at medium settings with the GTX 1050 Ti. I think there's no problem.

I'm playing at 720p, also i just learned some useful info. I got something that tracks my cpu and gpu usage/temp during gaming and apparently my gpu is always at 0% while my cpu is going from 34%-40%. Now im not sure why my gpu is doing anything

I'm sure there's some way to change the in-game used GPU from the integrated one to the 1050 Ti.

It goes up by like 1% then goes back to 0% so i think its only using it when it when it needs it. Not sure how to make it switch so it uses it all the time

Just to make sure, is the HDMI or DisplayPort plugged into the GPU or the motherboard?

Try uninstalling the drivers with ddu from guru3d site and reinstall. With vanilla skyrim you should easily get 60 fps on high settings because I used to with an i3 6100 and 1050 ti.

My DVI cable was connected to the motherboard. So i connected it to my GPU and its fixed 60fps on ultra for skyrim.
