Can i use this HD 7790 with my current PSU

A good quality 420W PSU would be fine. Unfortunately, yours isn't one. With its tiny +12V rail rated at only 10 amps, it is a cheap fake. It probably doesn't even have a 6-pin connector. Use it at your own risk. The system may not even start with the HD-7790.

What's your budget for a replacement PSU? And are you US based?

I was thinking about getting this one:

And no, im not US based, im from Europe.
I also used the Cooler Master PSU calculator and my load wattage with the HD 7790 would be 252 W and the site recommends me a 302 W PSU, so why does the card require a 450 W PSU, if it wont be using that much wattage.

The calculators have to make allowances for the unknown quality of the PSU you may have. And for peak loads. It's rarely about the total watts, anyway. More important is the capacity of the +12V rail and the quality of the unit.
Yes, the Cooler Master will do fine.
