I locked my laptop while I went out into my living room and I came back and tried to sign back in and the log in screen was frozen for a good 30 minutes. I pressed the off button on the laptop(I know I shouldn't)and when I turned it back on, everything was lost on my Chrome browser. All of my addons and apps were gone and I was signed out of everything. I still had downloads in the downloads tab so I tried to extract them to my download folder(for sims)and it said that I have an error (0x80070570) It won't let me save photos, it won't let me save drawings in paint or Photoshop, it won't let me delete anything I have downloaded. I'm honestly confused since this has never happened before, please help. 
Update: laptop won't even let me upload a profile photo on here. As soon as the file explorer opens Chrome crashes.
Update: tried to go into control panel and see if I could undownload anything, everything I try to undownload pop up comes up saying "Error writing temporary file. Make sure your temp folder is valid."
Update: I have a photo on my desktop and I clicked on it to see if it would open and a popup came up saying "COM Surrogate has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available."
