So when I'm building my pc, I have the psu plugged in and not turned on, right? And to ground myself can it be any metal or does it have to be unpainted metal on the pc case?

As long as the cable is not connected to the PSU you'll be fine.
Unpainted would be better. Though, you could invest in a cheap ESD band as an extra precautionary measure.

Unplug and make sure the PSU is off. Better safe then sorry. And yes, ground yourself to unpainted metal if possible. Don't wear socks while doing this, and don't do it on carpet.
