Unsure on overclocking

Hi,
So I've been trying to overclock my Intel x5650 from 2.6ghz to around 4ghz. I haven't really found a specific way of overclocking so I wasn't really sure what I was doing, but I set the CPU Frequency from 133 to 195, and when I start my computer it shows my speed at 3.80Ghz which is good enough for me but when I get into actual tests on my computer it's still only maxed out at 2.6 and nothing is actually showing at 3.8Ghz. Could someone be able to let me know why?

if this a bios setting then yes up it one or two steps at a time until your system becomes unstable.then back it off until it does become stable.this is your best overclock at stock voltage.you will need to test this oc with a program like occt once this is done you will have to increase your cpu voltage as well as the multiplier.at the same time you have to watch temps so they dont get too high.this is a bit hard to explain but hopefully a more experienced overclocker will chime in here.

you really need to post your pcs specs,but to start,reset your bios and start your oc by increasing the cpu multiplier by a few steps at a time until the system becomes unstable.use a testing software like occt to test between settings.when you post specs we can go further.

I have no idea how to change the multiplier, theres an option under labelled the ratio which is set to 20, do I change that? Also here are my specs

Storage - Seagate 1TB Hard Drive
Power Supply - Thermaltake Smart Pro RGB 750W 80 Plus Bronze Power Supply
Motherboard - X58-Extreme Intel Socket 1366
RAM - 1x 8GB DDR3
GPU - Gigabyte Windforce GTX 780 3GB GDDR5
CPU - Intel Xeon X5650 2.66GHz 6 Core 12 Threads
