PC turned off but fans and LED still running

Hello,
I am using ASUS H61M-A motherboard.
Problem 1) When I turned off my PC, fans and LED are nonstop running.
To turn it off I need to turn off power supply button.
Problem 2) After shutdown the PC when I tried to turn it on then power button is not working. To turn it on I need to turn off power supply and turn it on, ( I mean restart power supply) then I can turn on my PC.
