I've bought GTX 1060 Asus Strix 6gb today, installed it, updated the drivers and went to try battlefield 1. I had lower or the same fps as my previous GPU (RX 460 Nitro 4 GB). Theres some weird graphical bugs ingame also, some terrains are green/purple/blue.
My specs are :
Windows 10 Pro 64 bit;
CPU: AMD Ahtlon X4 880k;
GPU: GTX 1060 Asus Strix 6gb;
PSU: Be quiet System Power B8, 550W;
Motherboard: GA-F2A88XM-HD3;
12 GB RAM DDR 3;

Is there anything thats bottlenecking my GPU. I thought its the CPU but i've watched some youtube videos in which CPU and GPU are the same and the game is running 60~ fps.

I'm using latest NVidia drivers up to day: 384.76

For overclocking, the Hyper 212 Evo is good for the price as its very cheap, im sure some other guys will have some good suggestions...

I am using 880k, not 860k. I had 150-200 fps in CS:GO everything set on max with the max resolution with the RX 460, now im getting even lower, 90-130ish.

Quite simple really, your CPU is maxed out and cannot provide data to the GPU fast enough for the GPU to be maxed out. Simply put, a CPU bottleneck.

If you have a good cpu cooler, some overclocking of the CPU might help.

What are the safe numbers when OC'ing and could you recommend me a good cooler. Or even a decent mobo and CPU for the card.

Should be able to get to 4.5Ghz or so:

If you want to upgrade the whole system, then going to something like this would be a great upgrade, especially with overclocking:
