That might depend on the video capture device. What specifically are you looking at? If you have the funds you might want to check out the Atomos Ninja Blade or the Blackmagic Design Video Assist devices. Both of those allow you to record to SD cards and also serve as a monitor while you are recording. You wouldn't have to be tethered to a computer if you use either one of those. Each is around $400. I checked and the X-T20 is compatible with the Atoms device because it has clean HDMI output. That simply means you won't have any menu overlays and will be able to record at full resolution.

What size card are you using if you only get 15 minutes? According to the specs for that camera you should be able to get close to 30...

That 15 minutes might be a Fuji limitation.
My X-T1 (similar OS) also does only 15 minutes, no matter what size SD card I have in it.

The 15 minutes is probably a limitation to prevent it overheating.

My previous Fuji HS10 does 30 minutes.

Overheating:

Fuji X-T2:

The image quality can only carry the camera so far, and the Fuji X-T2 does become less appealing as you start to pull back and look at the package as a whole. 4K video clips are limited to 10 minutes for fear of overheating.

X-T20:

One set back that should be taken into consideration when shooting is the restricted 10-minute recording time in 4K, 15-min in full HD and 29-min in 720p.

"The reason for the 10 minute limit for 4K video is undoubtedly a technical reason due to heat build up.

Sony was the 1st to introduce 4K video in its cameras and they often overheated after varying lengths of time (depending on the air temp)."

The X-T2 can do the standard 30 minute video with the addition of the optional($$) battery grip

That is not available for the X-T20.
