Constant 100% CPU Usage?

As of recently, i have noticed that in task manager, my CPU is constantly at 100% usage no matter what i am doing. This is even occurring in a matter of seconds after startup.

I have noticed no considerable effect on day to day or gaming tasks however, and temperatures remain within norms if i ramp the cooling up. Is it a normal occurrence or is this a cause for concern?

Edit: I have since learned that the System Idle Process is using 98/99% of the CPU and that this is infact normal?

CPU: i7 6700k
MOBO: Asus Z170-Pro
OS: Win 10 Home Version 10.0.14393

System idle process means that the resources are unallocated. So if you're seeing 98/99% idle, that means 98/99% of your CPU is not being used.

If you launch a game or something and look for system idle process, that number should go way down
