Will a gt 1030 will work in my optiplex 755 SFF?

Will it fit and get power: yes
Will the old socket 775 setup (with likely no BIOS update in the last 4 years) support new generation card that prefferes UEFI boot: probably not.
You are going to need to look at more of a GTX 750 or 750 ti.
Gaming wise they will perform right about the same. If you are wanting the 1030 for 4k@60hz then I highly doubt your motherboard will support it.
