Best budget 4 or 4+ core CPU for gaming with enough power to handle modern gaming loads?

It will probably be the Ryzen 3 when it's released. Besides that the Ryzen 5 or Kabylake i5 would be a good choice.

Intel i5's are true quad cores are well; just no hyperthreading on them. They are also price comparable. There was only a couple models of i5's that weren't that way a couple generations back (i5-650/i5-660). Now if you're talking about laptop CPUs, that's a whole different story.
