Ryzen 5 is the cheapest actual quad core. Anything cheaper is a dual core with hyperthreading.
Intel i5's are true quad cores are well; just no hyperthreading on them. They are also price comparable. There was only a couple models of i5's that weren't that way a couple generations back (i5-650/i5-660). Now if you're talking about laptop CPUs, that's a whole different story.
