Erratic CPU Temps normal?

I installed an H100i V2 yesterday, but have been noticing erratic temperatures. Idle is ~32 C, but when I launch something like Photoshop, it spikes about ~15 degrees, and then returns to somewhat idle temps. I'm not sure if this may be a CPU temp sensor issue? Or it's normal. I've been using Speccy, Real Temp, and CPUID HWM. I'm a bit worried since my GPU temps are solid, and don't spike at all, they're stagnant and rise slowly when I launch a game. I'm going to try and overclock after I figure this out, but wanted to make sure what I'm experiencing is normal. It may be, because I had a stock intel cooler, and I think temps were at least averaging ~10C higher.

If it's normal, can someone explain why this is, in comparison to GPU temps being stable.

I do have it installed and was told it uses readings from BIOS. The temps are similar to the other programs listed in my original post. When I do set it to performance, it gets noticeably louder. I guess the lowest temps possible isn't my ultimate goal, I'm just trying to figure out why CPU temps spike vs GPU temps. Is that just how it is? I'm not sure.
