I thought about this setup and this screen:
Asus VG248QE
AMD Ryzen 5 1600 (I am undecided about this, I have heard very well about this CPU, I don't know which will be worth it, AMD or Intel. However I am in doubt in the choice of motherboard)
ASUS Expedition GTX 1050 Ti OC 4GB
Nox Hummer zn

Feel free to choose other components and another screen.

Solution
Ah, wasn't aware you had it in DDR4. Then for now you can cut corners. Just know that you want to have 16GB for editing, especially in Photoshop. The monitor can work, and does handle editing. You don't need a full adobe monitor as you can use a histogram to truly see what an image or video is suppose to look like.
You pretty much have most of the parts. Trying to add a monitor will cause you to go over budget, but not sure where you would be shopping. Of course you can just research these parts where you are.
