case fan speeding up and slowing down. sometimes get a fan not connected message

One of my case fans, which is brand new, speeds up and slows down. like a revving engine. I think it is just one of the fans but maybe they all aredoing it. I have a new cpu cooler also.
the system has some old components. the motherboard is an intel D35DP with a core 2 duo Q6300. It has a new toshiba ss drive for the op system and a new wd black drive for storage.
a new install of win 7. (actually the win 7 was migrated on the toshiba drive from another system)
the system is rock solid. never freezes. (unlike the asus p5be board that just didn't like win 7)
But the fan thing is kind of annoying. Is it a setting in bios?
 
Solution
Some BIOS will have a fun curve settings available, though that's a pretty old build so you may not. However if you are getting a not connected message you may have a different problem. First thing I would do is unplug and replug in the fans to make sure they are properly plugged in.
