Don't have file permissions? HELP!

so I got a new laptop (acer helios 300) and it was great until i was modding skyrim and wanted to delete the game files out of the steamapps/common folder. Turns out I don't have permission to delete files from program files or program files x86. This made it so I could not reinstall skyrim without having an error in steam about not having file privileges. How can I make it so I can delete the Steam folder?

When I try deleting my empty steam folder from ProgramFilesx86, It says I need to provide administrator privileges to do it. When I hit ok to do it, it says you require permission from administrators to do this. I thought I was an administrator? When I try to add "Everyone" to have full control of the steam folder, it says failed to enumerate...

If you bought this, and it already has a windows.old, and was Updated from Win 7 to 10, and other admin accounts....it is not a pristine install.

Wipe the drive and reinstall Windows 10.
