New ASUS ROG Strix GTX 1060 6GB OC fans running full speed

I've just build a new computer with an ASUS Rog Strix GTX 1060 6GB OC, but when I try to use Afterburner or Tweak II the GPU fans goes to full speed (and keeps running till I turn off the pc), even though both are showing 0% fan speed.

Should I just return it and try to get another card?

Specs:
CPU: I5-7600k
PSU: be quiet! SYSTEM POWER 8 | 500W
MB: msi z270 sli plus
RAM: 16GB DDR4 2133 mhz

I had similar problem with Asus both gtx 950 and gtx 1060 dual oc. With gtx950 when I used tweak II it put my card always on full load so i had to reinstall gpu drivers from the beginnig without Gpu Tweak II installing at all. With Asus gtx 1060 dual oc i had fans spinning at 1200rpm constantly. Problem was between Asus and bios, to be precise there is some small file on Asus website called 0db function, some kind of BIOS upgrade for that gpu and it solved my problem with my gtx1060. Look at Asus website find your product maybe there is some "fix" for your model too. I hope I gave you some directions from my experience.
