my cpu stays at 100% core clock all the time

my cpu is an i7 6700k and its at 4.4ghz and i have the clock when idle set to do down alot lower but it doesnt it says at 4.4 and my cpu is running quite hot all the time and i want to get this working so when i leave my pc on over night it can be cooler

i fixed it i just learnt how to overclock by watching a few vids and then overclocked it because before it was using game boost which wasnt letting me even enable speedstep so i overclocked it myself and enabled it
