400W PSU problem:(

my rig is:
i3 4130
iGame gtx 1060 3GB
2x 4GB Team Dark RAM
1x WDC 500GB
4x 140mm fans
400W FSP HEXA

I have a plan to upgrade my processors to i5 4690. Should I upgrade my PSU too? or 400W will be enough for my new system?

You are good.

i5-4690 is not overclockable.
It is a 84w tdp cpu compared to 54w for the i3-4130.
Not enough to make a difference.

Are you gonna over clock. If not it should get you along nice even though later on you should at least get a 500watt. And fsp not a cheap brand they are really good built power supply for the money.
