Will Arma 3 run on this pc, or refund for Rocket League

So i have a low end pc and i wanted to ask.Will Arma 3 Run with at least 30 fps stable on lowest 640x480 resolution.
My specs:
Nvidia GeForce 8500 GT
Intel Core 2 Quad Q8200
Windows 7 64-Bit
4GB Ram.

It might not be able to run Arma 3, Because Arma 3 requires lots of CPU processing. i have a Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz (8 CPUs), ~1.5GHz and i still have to play the game at low graphics to get 40-60 FPS in Multiplayer. Also have a Nivida Geforce GTX 1080 and i sometime struggle to run the game in city maps. In Arma 3 you can change the render distance to fit your system for smooth gameplay but other players with a higher and better system can out render you and then out gun you before you can even render them into the game or see them(When sniping). It'll be a very laggy game or the game itself wont even start(instant Crash)
