I have a NZXT Noctua 450 case, with stock fans:
3x 120mm fans front (intake)
1x 140mm fan back (exhaust)
Corsair h110i GTX 280mm extreme AIO watercooler:
2x 140mm fans (exhaust)

My computer is always quite loud, whenever it's running idle or under load. All my fans are connected to the NZWT Fan hub, which is connected to the CPU_FAN on the motherboard. (Asus Maximus Hero VIII). Including the Corsair AIO cooler at the cpu location on the fan hub. During idle my fans are running between 800-900 quiet mode (in corsair LINK software). On balanced or default mode it's already around 1000-1300rmp. Performance mode at 1400-1600 at idle!

So when I'm for example gaming I'm always running balanced or quiet mode and it's around 1700-2200 rpm and produces alot of noise. The AIO cooler fans and the case fans are always at the same RPM and I can't lower them seperatly, maybe due the FAN Hub?

It's probably load due my CPU is always around 20 degree idle and around 50 degree at heavy load. How should I make my PC run quiter by maybe letting the CPU run at a higher temperature? Should I lower the RPM to around 500 or something and max 700 at gaming? If that's possible because I can't seem to control them seperate, like CPU fans higher RMP than case fans.

Solution
You would want the NZXT fan hub connected to a case header, and the AIO ONLY connected to the CPU header. I think that would solve your problems.
