Whats a case that can support 2 360mm radiator? One on front and one on top. For the price of around $130-150 and Has tempered glass side panel.

Solution

My Thermaltake View 31 has that exact setup, ive had to use slightly slimmer radiators to get them in, if you op for thicker rad's then they may fit if the barbs were the opposite end to each other, ie, front barbs at the bottom where mine are and the others over at the back side of the board, but I think you'd probably have to go for a 240mm and 360mm rads in pretty much any case unless you went for a full tower.

And the reason I have 2 x 360s is ready for when my GFX card block arrives, should be here in a week or 2, its a special order from china, but you can see the return tube...

It doesn't have tempered glass but the fractal define s is an amazing case for water-cooling and is a bit cheaper than your budget.
Also I think it looks great but that's just personal preference.
