Need Help Please - GTX 550 TI working, new GTX 960 low frames + picture / (audio) / systeme freezes

Hello guys,

I will try to provide as much Infos as possbile, if there is still something missing please just let me know and I will add it.

System:
GPU: Palit GTX 960 JetStream (2048MB GDDR5)

RAM: Crucial Ballistix Sport XT 8GB Kit (4GBx2) DDR3 1866 MT/s (PC3-14900)

OS: Windows 7 Ultimate SP1 x64
SSD: 128GB Samsung (I know a bit influenced because only Sata 2 at that Board, 93% Lifetime remaining)
HDD: 1,5TB Western Digital
Monitor: LG 24MB56HQ-B used Resolution 1920x1080

What did I do:
I wanted to upgrade the old GTX 550 TI with the above said GTX 960.
To do so I used as often recomended DDU (Display Driver Uninstaller) to get rid of everything from the prior GPU. I did shut down the PC afterwards, unplugged the Power Cable, pressed start button several times to empty the system from rest power, removed the 550, placed the 960, started the PC, message came that the standard VGA driver was installed, went to the Nvidia homepage, did chose the driver for the right card and the right system, istalled that (clean installation), restarted the PC. This is now 3 days ago (I like to fix things, I see it as a challenge, but now I am at my end...)

Problem:
With the 960 the System/Card does make some strange things which never happened before and not happen when switching back to the 550.

1.
Every time when I start the PC, the Windows start sound has some audio crackings/indifferences/lags (That is definitely the weirdest).

2.
When I try to start any game with just a little bit higher standards (tested with Path of Exile, everything at the lowest settings, except resolution 1920x1080), the FPS are going crazy for a few minutes, never in a high range though, they are jumping inbewteen 10 -50, obviously the game is laggy (but the audio is fine) and after a few minutes they drop to 0-5, then it is slowing down my whole PC and I sometimes have to wait several minutes till the task manager does open, when I end the task then, the lags and the max usage of the 960 do stay for ~ 1 minute without anything running, then after the ~ 1 Minute, the card goes Idle again at 135/405/270 Mhz and the System is back to normal.

3.
When I play Hearthstone everything is working fine (no max load at GPU).
I can also watch HD Videos without any interuption and "timelimit"

4.
When I try to start FurMark, right after I click Start everything freezes immediately.

5.
Maybe the weirdest thing, one time, yeah exactly one time, the 960 did work at that PC, it was right after I retried the 550 to be sure that the old setup is still working (wonderfull over hours, no problem), when I put the 960 back in it, the Card did work wonderful, was also recognized at the devices and a FPS increase was also there. I tried to reacreate that with switching back and forth, it never did happen again.

Summarize:
Every time I start the PC the windows start sound becomes scratchy has crackings/indifferences.
When the card does reach full load it influences my whole systeme, starting with lags and quiet fast ending in freezes, sometimes immediately freezing( 0- 2 FPS) as said with FurMark for instance. I Had never a blackscreen or Bluescreen. With the old 550 everything is working like it should.

OS and all Hardware (GPU, Mainboard and so on) have the newest drivers/software installed.
Device Manager is satisfied and has no red/yellow Icons.

The obvious things for me were either Card, Drivers or Mainboard not working properly, but yeah now will follow what I tried so far in the last few days.

What I tried to fix it:
1.
Tested the 960 at another PC, did work wonderfull 2h+
2.
Tested RAM with mdsched.exe and at another PC. Working
3.
Replaced the PSU with a spare one I had around: Mars Gaming MPII 550. Was not the Problem.
4.
Did read if the Mainboard has some compatibility problems with 900 series (no)
5.
Went into Bios setup, did check if, PCIe 3.0 was active (yes), if onboard GPU was activated (no), if Intel smart and rapid are active (yes), if something is overclocked (no), Multi Monitor deactivated (yes) - maybe there is more to look for?
Also flashed Bios and even cleared CMOS afterwards.
5.
Did read/search for many hours if something from the setup would bottleneck/throttle the other devices, could not find anything.
6.
Nvidia Control Panel: Power Management = Maximum performance
7.
Reinstalled the 960 2 more times, once more with DDU and the last time with a manually clear of every single Nvidia Source (hidden folders showed). Normal deinstallation, cleared C, Program Files + (x86), ProgramData, Appdata Local & Roaming, all 4 places in the registry + the S-1-5-xx locations there. Afterwards clean installation.
8.
Checked if there are some complaints about latest Driver being buggy. All fine
9.
Tried to set the fan manually at 100%, was the solution for some other 960 problems. Did not help.
10.
checked the system, sfc /scannow, malwarebytes,
11.
Checked DirectX11 (dxdiag), all fine.
12.
Connected the HDMI to my TV, same Issue

I am pretty sure I missed a couple of things I did already, but yeah.

If someone has any other idea or clue what is going on here please just throw them at me and if it might sound abnormal as hell, I am willing to try it by now

Problem is solved, for whatever reason is the GTX 960 not working with the Mainboard when PCIe is set at auto OR at 3.0
If I do set it at 2.0 everything is working like it should, does mean a bit of performance loss and most likely soonish a new mainboard and CPU, BUT it is fianlly working (did only spend 22 hours with reasearch tring, reading, asking and so on *grml*)

Just wanted to tell it here in case someone else is stumbling over such a freaking problem.

Hi, yes I can return it, but at the moment two things are keeping me away from doing it.
The card did work flawless at the other PC.
And it did work once also flawless at that PC, till the restart, then it was the same all over again.

I really would love to understand and fix it somehow.

Someone an Idea? :eek:

Kinda, the card did work at another PC, with different PSU and Mainboard.
I think there is a 400W Corsair in it, no idea about the Mainboard though.

I tried already a different PSU at the troublesome PC, having the same problems with the "card". And then as mentioned already, it did suddenly work for once and that is bothering me the most, without that happening, I would just return it against a new one and if that would not help replace the Mainboard, but it did work for one full session 2-3 hours (start to restart)
