Fans arent spinning fast enough/ Graphics card fans wont work at all

I replaced my motherboard and wiped my computer and reinstalled windows 7. I've got the drivers installed for my motherboard and my graphics card. My fans are running at 600 rpm and no software or even the BIOS will get them to change speed. When I start a game my graphics card fans don't even kick on or anything. I'm not sure what the issue is I've been having a lot of problems with this new motherboard. Specs below

How are the temperatures. Some video cards have a 0 rpm mode. These cards will not even start the fan until a target temperature is reached.

As for the cpu cooler, How got is it getting? Different boards have different fan profiles

You should use something like HWmonitor/OpenHardwareMonitor or HWinfo32(they have a 64 bit version as well) to look at the temps. Both OpenHardwareWmonitor and HWinfo32 can log temps over time.

MSI afterburner also shows cpu temperatures with the latest versions and can log as well.

The CPU gets up to 70C and graphics card I think close to that also and then i closed the game, should i try and play a game and let it go for a little bit more and see if they kick on? don't want to damage anything.

70c should not hurt a cpu, but it pretty warm. If you check the bios for the board you may be able to adjust the temperature target for the cpu fan or at least a minimum fan speed if you want a bit more.

As for the video card. most should spin up the fan over 60c.

MSI afterburner may be able to force the fan to spin(custom fan curve.).

Can you link the exact model of video card you are running? They may have some info on the company website.

Tried adjusting it in the Bios it does not work. One of my fans on my card did actually start working but it just doesn't seem fast enough I guess. On my previous motherboard my fans made a lot more noise and moved faster I'm just not comfortable with them moving so slow it doesn't seem right. EVGA does not seem to list that mode, but some of the ACX coolers do have it. That would be my guess. If it gets over lets say 65-70 without the fans spinning stop testing and contact EVGA to see if they have an idea. I do not want you to damage your hardware.
