I just built a gaming PC and after I installed everything and downloaded/installed all the drivers, I noticed the computer was running terribly. I attempted running Portal 2 for example and got 10-15 FPS. I did some system checks and noticed in the BIOS that my CPU was running at 3.10 Ghz compared to the 3.80 that the CPU is supposed to run at, could this possibly be the problem, and does anyone know of a way to fix it?
