Mobo Acting Strange With Graphics Cards-No Detection Z170-AR

Let me start this off with some specs:

Z170AR mobo
i3 processor
Corsair 500W PSU
120GB SSD
GPUs: R9 270x and RX 560

My motherboard is acting very strange with GPUs, and I'm pretty sure its defective, but I don't know enough to verify if my thoughts here are correct.

The board will not recognize either of the GPUs when i plug them into any of the PCIE slots. I tried slot 1-3 with each card individually and none of times did the card show up in the BIOS screen, the slots were all shown as greyed out. I initially only owned the 270x, and it would run the fans when the PC was powered on, but it was never recognized by either the BIOS or ethOS (mining software w/ all drivers preinstalled). I went out and bought the 560 in the off chance that the 270x was defective. This is where it gets even stranger. The 560 would run its fans, and they would shut on and off several times, sometimes just one of the two fans would be on and off (wtf!?). Im honestly at a complete loss here folks, and if anyone has any insights I would really appreciate your thoughts on this.

A few side notes, yes the 270x had the PSU plugged into it, but the 560 doesnt have the appropriate slot (PCIE slot powered).
BIOS is updated (but BIOS screen shows older version??)<-- not concerned about this issue, GPUs take priority.
When i bought the mobo new, the box wasnt sealed and neither was the the static bag (could it have been a defective return that made it onto the shelf?)
I never tried to use both GPUs at the same time, I know ethOS doesnt support R9 + RX
