16 gb of memory installed but only 8 usable!!!

I have two corsair black vengeance sticks. 8gb each. 16gb installed but only 8 is usable? I'm on Windows 10.

1. My bios recognized 16gb.
2. I bumped up the MHz from 1300 to 1600 from bios settings. They advertise that they run at 1600 MHz on the sticks.
3. I went into msconfig and unchecked the maximum memory box and processor box.
4, I switched the sticks around, tried slots 1 and 2 then 3 and 4.
5. One of the sticks worked with my Samsung 8gb stick meaning all 16 gb was usable.

Haven't tried a windows repair yet, just tryna see what else is there to do. Thanks in advance!

Did you buy that memory in a kit of 2x? (Meaning a single package of two 8GB modules?)

Also, try testing one stick at a time in DIMM1 and see if each passes MEMTEST (down load it if you do not have it):
