PC wont recognize r9 270x sapphire

I have a dell xps 8500 PC, i bought it off of offer up for $280 back in November, it originally came with an i5 3450, 1tb hard drive, 12 gb of ram, a dell 460w power supply, and an evga 750ti, i switched out the power supply with an antec 430w, and sold the 750ti to my friend, i later bought a 270x from eBay herehttp://www.ebay.com/itm/Sapphire-Radeon-R9-270X-Dual-X-2GB-GDDR5/292166395706?ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2057872.m2749.l2649 and just today received it, i popped it in the pci slot, nice and snug, i screwed the mounting bracket on, and finally connected the 6 pin pci power connector to it. i booted up my computer and the fans on the gpu were spinning, i went into device manager, and nothing was there, so i cant install the drivers. i downloaded the amd crimson software and it gave me an error (as you can see in the pictures linked below). am i dumb or does my pc/gpu have a problem?

When you installed the GPU, did you go into the BIOS afterwards to change the default graphics output device? I suspect that is your issue.

i looked in my bios for about 10 minutes, there seems to be no setting where i can change the graphics output

Im pretty sure all modern motherboards have that option, can you tell me your motherboard please (exact model)

my motherboard is a dell 0YJPT1 , it's updated to the latest bios
