I have a fx 8350
R9 390
32gb ram
1tb hdd
128 ssd
And a MSI 970 gaming mother board

I play games like csgo, battlefield 1, GTA v, rocket league, and battle grounds was wondering if I should upgrade to a ryzen 5 1600x, 16gb of ddr4 ram and a tomahawk mother board or a GTX 1070

GPU prices are insanely high right now due to the crypto mining craze. It would be wasteful to spend so much money on a GTX 1070. When its prices will likely plummet once supply is met or the craze dies down. Heck, once it dies down. The used market will likely be awash with near new cards at very low prices.

I'd buy the CPU option instead. Then you will be ready to handle the GTX 1070 once prices drop. As it stands the 1070 is overpowered for an FX 8350. If you plan to overclock. Just buy the Ryzen 5 1600. It is the exact same CPU with the same overclocking limits. The only difference is the factory clock rate. Plus the 1600 includes a decent heatsink for fairly high overclocking. The 1600x includes no heatsink so you have to buy...

If you do buy a GPU now. Buy the GeForce GTX 1080. Currently prices are nearly identical to the 1070. At least they are in the US.

I have the tomahawk mb and I wish I didn't. Every couple weeks or just after installing programs, the board forgets my video card. I have to set everything back to defaults in the bios, boot, then restart redo the overclock, then it works. I would look at something like this.

Your video card is very good for all those games, you are just being held back by the processor.
