CPU Overheating after cleaning!

I was playing some games and I looked over at my pc and noticed a lot of dust so I took it outside to the air compressor and cleaned it all out. Didn't blast the PC, made sure I was doing a gentle stream of air to clean with. I've done this dozens of times on multiple computers with 0 issues.

When I got back inside and plugged it all back in. My CPU fans spun so fast it was shaking my desk. I looked in the bios for the temp and it said 99 degrees. I got scared so I took off my cpu cooler and cleaned off the heat sink and applied some fresh. Still the same thing. I did this 3 times thinking I applied it wrong somehow but I didn't.

I can't even load into Windows cause my comp is so bogged down.

My specs are as follows
CPU: i7 4790k
MOBO: z97s ALI krait edition
CPU cooler: lepa aquachanger 240
Gpu: gtx980 a.c.
Ram: 16gb corsair vengeance pro

Is the pump on your cooler still working? I know cleaning out the dust shouldn't affect the pump in any way. But clearly something has gone wrong. If you're absolutely positive the cooler is mounted correctly with the appropriate pressure and the paste is properly applied, there isn't much else to go wrong. Coolant leak, incorrectly CPU voltage, etc, none of which should result from a simple cleaning.

That's what I'm thinking it might be. I'm going to replace it with the stock cooler to see if it still does it. If that fixed it I will take my cooler to the store to see what I can do with it

Switched to my stock cooler and everything is working great. Looks like I either need to get some more coolant for my cooler or get a new one. This one had coolant already in the cooler so I don't know how easy it will be to put some in
