Trying to diagnose my GPU

Hello,

This is my first post on this site. I looked around and could not find an answer to my issue. Hope someone can help me here...

I run a gtx 960 2gb. When I used to turn my pc on it would be fairly loud because of the fans. However, recently my computer now boots really quietly. No matter what I do, the fans do not turn on.

My screen displays through the gpu and I can do everyday tasks. However, gaming has become impossible . My fps does not ever go about 8-12 on any game, and on higher quality games that used to run fine (Dark Souls 3 for instance) are constantly stuttering and unplayable.

I am not sure if the graphics card is dying or if it is something I can resolve. Please help!
 
Solution
The card overheating, or the CPU overheating would have caused it, I would try games again and monitor the temperatures of both (which you can do with Afterburner).

Ok, that got the fans moving, so I suppose the graphics card is not the issue. What else could cause very low FPS and stuttering in all games? This was not an issue a month ago...
