New build or new video card?

So I'm considering making some upgrades to my PC but I'm not sure what I'll benefit most from.
I am currently running a system with an AMD 8350 (not overclocked), 16 GB of 1866 ram, and an R9 290 video card. I have a Corsair H110 liquid cooling set up so I'm willing to Overclock the CPU (I gave it a shot when I first bought the PC but ended up going back to Stock.

My question is, What will I benefit more from: a new video card, (1070, Possibly springing for a 1080ti), or a new build (Probably Ryzen, while keeping the R9 290). I can't do both at the same time because my wife would kill me. Let me know what you guys think

Well the first question is, do you need to upgrade? Are you only upgrading because new tech is out? What games are you playing? If you get new GPU, you have the potential to be held back by a bottleneck since the FX series are generally weak in demanding titles. If you get a new motherboard and CPU, then the graphical details could be held back by the R9 290 (which isn't a bad card, just a bit dated). The smart choice would be to get a new CPU and wait until Vega releases. Even if Vega is out of your budget (no pricing yet), this should drive down the other prices of the GPUs currently on the market. If you are not playing over 1440p, a GTX 1080 should do you just fine.

I'm not doing anything past 1440 as of now. I mostly play Rocket league tbh but when I play games like GTA V and PUBG I dont get the frames I'd like. I realize PUBG is a game in the works but playing on the lowest settings and still struggling to get 60 fps at ANY time is frustrating when I watch my friends get higher fps on High and Ultra settings. During gun battles and such, I can drop below 30 fps which just looks bad.

If I'm reading reviews correctly, I'll need to contact Corsair for a bracket to install my H110 to an AM4 chip, correct?
