Graphic card help

Need a recommendation for graphic card,the current one is nvidia GTS 450,it's the very old one and I got a widescreen 1920x1080.It cannot support HD,when im watching movies or playing games in HD,the graphics are blurry,so I think the problem is graphic card.Budget is around 100$(I will probably be looking for used ones).Other specs:processor AMD phenom X4 9650;DDR2 4gb ram.

I'd suggest a GTX 650 Ti 2gb card or 660 whichever one you can get for less. At 1080p you want a 2gb version, not the 1gb version(650 Ti). An HD 7850 will do, if going with AMD. This assumes you have a sufficient power supply. If possible, I'd also find some cheap ram to bring your total up to 8gb if you can afford it after getting the videocard.

You could go with HD 7750/7770/7790 and their related cards(the 240/250/260) also. Much depends on your power supply and what games you play.

Your best bet will be the R7 250, since it won't actually bottleneck the cpu, additionally it should run well with the ddr2 ram.
It's about 20%~30% faster than the R7 240 in benchmarks.

yes, but he is looking for a used one so may be 750 Ti is a good choice.

The 750Ti will bottleneck his cpu, at least wont run well with ddr2. And it isn't a good idea buying used gpu's, since you don't really know what happened to them. :p
