Help asap fans idk if it's CPU

I built a new pc and it a couple tries to turn on and when it did the fan speed rpm keeps increasing and decreasing. Idk if it's CPU fan or system fan. Plz help

Most likely its the CPU fan. MAKE SURE YOUR CPU FAN IS PLUGGED IN TO THE CPU FAN HEADER. If not it can damage your CPU. If you don't know what is ramping speeds then unplug one fan at a time when the PC is off and turn it on to see what fan is ramping up and down. Do not unplug the CPU fan because you will kill it with no heatsink. If one of the case fans is ramping up and down then make sure it is not plugged in to the CPU fan header and make sure the CPU fan it plugged into there.
