Does cpu temperature affect performance?

Can cpu temperature affect performance? like do cpus not fully push themselves to what they're capable of if the temps are high such as 70°c?

As long as they aren't so high that they they throttle. What temp that is depends on the cpu. Ryzen tjmax is 95 and there seems to be confusion with the 20c offset. I haven't seen it throttle at 75c so just treat it with the general rule: you don't want to hit 80c for the long term.

To my knowledge, all "K" and "non-K" Intel "Core" CPUs since around 2008 have throttled at 95-105c (depending on the generation). I believe there may be a few low power models, such as "S" or "T" which might have different Tjunction max temperatures, but as a general rule desktop Intel CPUs will not have their performance affected until around 100c.

Shutdown does not occur until ~130c.
