Do SSD's downclock to match slowest hard drive on pc?

Whenever I install my storage drive, my ssd downclocks to match my hard drive's speed (storage drive). I was told by a friend that you're fastest drive will downclock to match the slowest drive's speed. This really doesn't make sense because there's really no point for an ssd if it's just gonna be hindered by your slowest drive. maybe he's wrong, I wanted to have my ssd set up as a boot drive and have my storage drive for larger files of course. If anyone could give me an explanation for this and how to set it up like that, it would be much appreciated.

When I plug in the storage drive, the computer slows down as if it is using the storage drive to boot and operate games etc..
I notice I lose a lot of speed when it is plugged in.

If there was a previous Windows installation on that drive, it might be doing just that.

Change the boot order in the BIOS to SSD first.

There was no issues, I don't think the guy knew what he was talking about lol. I just created a new volume on the HDD and it was fine, thanks though!
