Whenever I turn off my pc and then restart it, only the cpu and gpu fans start spinning, I get no output to the monitor and the chassi fans do not spin, then I unplug the 24-pin cable from my motherboard and turn it on again and it works but whenever I turn off my pc or it goes into rest mode the same thing happens.

Is it the powersupply that is the problem or the mobo or perhaps the 24-pin cable that is the problem?
