I got my salary for summerwork today and I got 850€ and my parents might pay for windows 10 home to me so you can leave that out of the picture

Here is my specs that I now are planning to buy:

Toshiba 1TB HDD
Kingston 2x4gb RAM (will upgrade when I get more money)
MSI Geforce GTX-1050 Ti 4gb
AMD FX-8350 processor black edition (Wraith fan included)
Corsair 450w/550w don't know yet which one
Asus 970 Gaming Aura motherboard
Corsair Carbide series 100R silent edition (Mid tower)
and a TP-Link TL-WN781ND network card

All this would cost me 782€ (I wouldn't like to spend every € on my PC)

Mainly I want your guys opinion on this setup, tell me if I could improve it somehow, what you recommend etc.

I will play LoL, GTA V, Fallout 4 and The Witcher 3, and some other games that requires less power than GTA.

Okay, I have to say that your choices are not good. AM3+ builds are not a good idea any more, it is a dead platform with many issues. Also have concerns with the PSU depending on which Corsair series it is. Not sure which country you are in but we can start and revise later if needed. New build came in at 15€ more when using PCPartPicker Deutschland, I assume that is okay.

Replaced the FX8350 with the i5-7500, no contest, much faster.

Replaced the GTX 1050Ti with an RX 580-4GB, again, no contest. But availability of GPU's right now is not good, people are buying GPU's left, right and center to do ethereum mining so you almost have to check hourly...

But availability of GPU's right now is not good, people are buying GPU's left, right and center to do ethereum mining so you almost have to check hourly. While I was doing this build the GTX 1060-6GB I had chosen became unavailable. Look for either a GTX 1060-6GB or an RX 580-4GB. An 8GB would be nice but they are more expensive obviously.

Used a decent B250 mobo which has 4 RAM slots so you can upgrade to 16GB later.

Changed the HDD to the Seagate, faster than the fastest Toshiba and cheaper. With no SSD speed will be an issue.

The Corsair Vengeance series PSU's have pretty decent ratings, the 550W will be more than enough power

Replaced the Wifi card with one that is ac-band capable and has an external antenna that can be moved for better reception.

how about a ryzen 1400 paired with a gtx 1050? also im from Finland and wont buy the parts online, so it will be alot more expensive, I will now read the rest and check what you have chosen.

As of what I can say so far, every item you listed costs alot more than a Ryzen 1400 paired with 1050, intel i5 7500 is already 40€ more, the gtx is 70€ more

Ah, a fellow northlander (I'm Canadian). Country of purchase absolutely matters as availability and price are affected. Found a Finnish online vendor to do pricing so I think I can get you closer in terms of pricing. The pricing in the builds is from this website.
https://www.jimms.fi/

For gaming the priority of components is GPU>>CPU>>RAM>>Storage. If you pair a Ryzen 5 1400 with a GTX 1050 Ti the CPU is overpowering the GPU and it is a waste. If you want to go with the GTX 1050 Ti then just get a Pentium G4560, it is a great combination. Unfortunately, they don't seem to be available so I went with the G4600, see first build.

To meet a budget target of 782€ the 1400 is a good starting point. Please keep in mind that all the previous components were more powerful but as you state, prices are higher. A good pairing with this CPU would be the RX 570-4GB or better, this way the GPU is a bit more powerful than the CPU. But I just couldn't make it work and still keep the cost below 782€.

After a little more consideration one more build, the G4600 and an RX570 would be a good pairing. I went with the 1050Ti earlier because it seemed like the RX 570 wasn't available but this is what I would do if it is possible. You could even spend a little more and get a small (~120GB) SSD for your programs if you liked. Won't affect gaming too much but I like a fast boot.

I forgot to mention, I have a monitor, good keyboard and mouse already, so that wont be a problem, however I will mention my build, I changed it a little, let me hear your opinion, yours is good but if I put my mind on something, that's the only thing I want, as you probably realize the ryzen 1400 is in my opinion very good, and also better than the pentium, I will try to build a budget pc with what I've got so far, Windows not needed as I mentioned before, and I might be able to scrap some more money from my birthday that is in a few months, so I was planning on buying some parts now, and then ask parents if I can get some of my birthday gifts a bit earlier. Anyways here is my current setup:

GPU - MSI Geforce 1050 ti 4gt | price: 179€ |
CPU - AMD Ryzen 1400 | price: 199€ |
CPU fan - Cooler Master Hyper TX3 Evo | price: 27.9€ |
Motherboard - MSI B350 PC MATE ATX | price: 118€ |
RAM - Kingston 8gb (1x8gb) HyperX fury DDR4 2133 MHz | price: 81€ | (will buy another one when I get more money)
Memory - Gigabyte GC-WB867D-I | price: 59€ |
PSU: EVGA 550W SuperNOVA 550 G3 80+ gold | price: 106€ |
Network card: Gigabyte GC-WB867D-I | price: 59€ |
Case - Corsair Carbide Series SPEC-01 | price: 62.9€ |

Total: 892€

also u chose the right vendor, jimms.fi is the one I will buy the parts from. I could even get a 1060 if I'd like and if I decide to get one I think I would go with MSI Geforce GTX 1060 3gb would cost me 259€ which adds up the total cost of the pc to a 972€

Also by looking at a few videos of a Ryzen 1400 paired with the GTX 1050, I saw that it runs the most high end games such as gta v, fallout 4, the witcher 3 in ultra/high graphics with a good fps lowest I bealive was around 50-60 otherwise it runs in 60+ fps even 70 most of the time, and that already is more than my Asus laptop will ever run.
