Your University has to provide internet to more than just you, there is hundreds to thousands of simultaneous users; this is compounded by the fact that people have a computer, a tablet, a phone, a TV stream device and other IoT devices.

Many ISPs will also prioritize traffic to speedtest to show a good speed, and QoS/Load Balancers will also often allow that to go through. Once you start to go to other websites though it will prioritize the traffic so that way one person can not hog the entire university's bandwidth torrenting.
