Is it normal for my cpu usage to not be at 100 during heavy load gaming?

I've been looking at my cpu usage percentage and it doesn't reach 100% even when running games like fallout 4 at high settings. Is this normal? I am unsure if it's good for it to not be running at 100% or not.

Ah okay i should be good then because my gpu runs at 100% during heavy gaming. Thank you
