Issues running gta 5, graphics card throttling but not because heat or psu dont know if i have a bottleneck

I am having issues running gta 5 4k on nvidias own optimized settings on a gtx 1080 ti.

My computer specs are:
Psu: 650watt bronze evga
Case: nzxt s340 elite
Motherboard: gigabyte ga-z97-HD3
Cpu: Intel I7 4790k non overclocked so its at 4.4ghz
Graphics card: Nvidia gtx 1080ti founders edition non overclocked
Ram: 1 8gb stick on hyper x savage ddr3 running at 1600mhz at 11clocks
Hard Drive: 1tb western digital blue 7200 rpm
Processor cooling: 240mm radiator liquid cooler all in one water loop.

So my problem is that whenever i run gta 5 on 4k the optimized settings nvidia set it as i get a solid 60 fps and it usually stays like that solidly using about 96 to 98 percent of the graphics card under load, while maintaining 84 degrees Celsius and using 50 percent fan usage, but then after roughly 15 to 20 minutes playing my frames drop hard and bounce from anywhere around 10 to 15 back up to 60 back down to 3 or 5 then up to 60 then back to 30 and its really inconsistent. all the while every time i see frame drops GPU-z shows my graphics card going from 96 percent load to 10 percent 45 percent back to 96 percent all the way to 0 or one percent back up and down and it becomes inconsistent as well. i have used ddu and cleaned all the drivers and re installed them and nothing works. even when i set the game to 1440p or even 1080 p after about 20 minutes it happens again. i do not know if i have a bottleneck or whats going on.

Any advice or help would be great. i have no idea what is going on, and it seems to only effect gta5 but i have notice some small issues in other games but it usually smooths and corrects itself.

it really sound like a driver issue and check taskmanager too see nothing else in the back ground using the cpu or harddrive (if its the cpu, a app taking up processing power, and cpu stopped sending info to the gpu for the game.) ( or hdd something like windows defender scanning hdd slowing down game read)
and try vsync or use your own settings in gta 5 to find out which option hit your performance the hardest. and last resort add another 8gb stick idk

i will look into it a little more and do what you said, as last resort il add another 8 gigs because some people have been telling me i will see slows in gaming because im running only duel channel 8 gigs ram
