Help with i7-7700k CPU high load issues

I am trying to help a friend figure out what is going on with his CPU. Currently he seems to be having throttling issues with his i7-7700K and it seems to be windows doing it.
Windows is having a huge difference in load then real temp. Also the system seems to throttle the computer based on windows load when it will say 100. Where as i, running the same program with some setting actually higher I get a small difference between windows load and real temp load and I am running a older i7-2600K.

Motherboard: MSI Z270 PC Mate
CPU: Intel Core i7-7700K
Ram: 16GB DDR4-3000 Corsair

7700K will adjust it's freq quite frequently....level of load will fluctuate. Core temps fluctuate wildly nearly instantaneously with freq and core voltage increases...

Load will not be constant, but, will tend to be less at higher resolutions (above 1080) as the GPU becomes the primnary bottleneck...

What exactly are you try to fix?

RUn a Defender scan....does the 7700K ramp up between 4.2-4.5 GHz, aand, once complete, bounce around between 800 -1.1 GHz? If so, this is as designed...

Many obsess over % cpu load during game "X", etc, and many are determined to find 'fixes' to normal cpu behavior....

The funnier part is people being happy with lower framerates, but, being super happy that at least their 12 or 16 thread CPU only shows 35-45% thread utilization or so.... :)
