PC sometimes doesn't turn on, unless blue light on motherboard goes away

I've been having this problem with my custom built PC for about 2 months now. My computer is about a year old and does work fine, but every single day it just refuses to start up unless I hold down the power button and wait for a flashing blue light on the mobo to go away, after doing this I press the power button again and it sometimes starts up. If it doesn't start up I unplug the PSU for a bit and plug it back in and do it again.

I'm not sure what the problem is, when my PC turns on, it runs really well and I have not notice any problems while it's on. When I shut my PC off, it doesn't power back on unless I do the same thing to turn it back on again.

Here are my specs
OS: Windows 10 64 bit
CPU: i7 4790K
Mobo: MSI z97 Gaming 5
GPU: NVIDIA GeForce GTX 970
RAM: 16GB Corsair Vengeance Pro Series DDR3 DRAM 1866MHz

I think the BIOS setting maybe not right. Try clear the CMOS, and reboot again. Also check the BIOS setting, read the manual again, reset the BIOS setting, for RAM try set the XMP profile in the memory section. Also make sure the boot device is connected into the 1st SATAIII port.

Alos try to enable multiple cores boot with msconfig. How http://smallbusiness.chron.com/set-number-cores-windows-29171.html

One more, when you boot into the BIOS, double check the +3.3V, +5V, and +12V, in the hardware monitor section, just double check, usually the XFX PSU is very good. You want to see those voltages are within +/- 5% range.
