Can't factory reset or boot into safe mode

I'm running Windows 8.1

I accidentally clicked install on a suspicious program and it seems I got some malware and I want to factory reset my computer (already been through all the solutions to remove the malware and I'm done trying). However, I can't even factory reset my computer! When I click the option to remove all files and reset back to the original copy of Windows, nothing happens. In fact, none of the advanced startup options work. If I try Shift+Restart, it just restarts without giving me an option to boot in safe mode.

The malware I have is "svcvmx.exe" if that helps. I can see it in Task Manager using around 20% of my CPU. It keeps starting up and I can't use any anti-virus to remove it. The anti-virus applications will not start. I also can't delete the exe because it says access denied (I am an admin).
 
Solution
See which of these ooptions works.

1. Start button > Run or Search, and type "msconfig" and hit Enter > Boot tab > Mark Safe Boot > Apply and Accept... and Restart the computer. it should now restart in Safe Mode. Browse to the malware location and delete it. If it still doesn't delete use the suggested removal tool, or Unlocker... Unlocker may even work in normal mode so you may want to try it first.

2. Download Combofix... it's worked when removing any type of virus or malware when regular antivirus or malware programs did not. Run it in normal or Safe Mode if necessary.


3. Google for "Online antivirus scanner" to remove the malware.

4. Download a copy of Hiren's Boot CD/USB ISO, burn it to CD or to a USB flash drive with the...

Download a copy of Hiren's Boot CD/USB ISO, burn it to CD or to a USB flash drive with the USB creation tool included in the Hiren's website downloads. and use it to boot into Mini XP to scan with Combofix, use unlocker, run an antivirus scanner, or delete the file directly from Mini XP which should work better than Safe Mode.

Unlocked, Lockhunter, Combofix didn't work, but I was able to make a boot USB and delete the file using PartedMagic (couldn't use my mouse with Mini XP). Not having any more problems, thanks!
