Good Spec PC still getting choppy performance on games

Hello, whenever I try to play most games, PUBG. Black Desert Online (recently). My PC gets a solid fps count at around 60-110. But randomly drops and chops every 15 seconds or so. The games I play do not feel smooth on ANY SETTING. Even when I play on low the games look great, I have a good response time, no motion blur, but I am still getting a slight chop every so often. Please help me. I just want to play my games smoothly.

Windows 10
Intel i7-4770-CPU @3.4 GHz
12Gb RAM
GTX 1060 6GB
Benq XL 2411 Monitor

All my drivers are up to date and my monitor settings as far as I can tell are all okay.

Use ccleaner to clean up registry and blackvipers safe desktop to shut down unneeded services to free up RAM/CPU.

60 to 110 is not solid it's a ~50% variation in FPS, lock your FPS to 60,not with vsync but with afterburner/rtss, and see if that helps any.

I downloaded afterburner but dont think there is an option to lock your fps, just set a limit to stop screen tearing

I dont think its checkpoints. I could be running back and forth withing 10 meters and it still does sit without having to render
