Weird Pixels During Failed Windows Boot

Every once in a while, when I attempt to turn my pc on, I get a 3-5 pixel wave looking thing across the very top of the screen, as soon as the windows symbol shows up. It seems to be a pattern, and my pc never leaves it, so I reboot it and it works fine.

PC Specs:
Win8
EVGA GTX 1070 ACX3.0 Black Edition SC
AMD FX-6300 (Manually OCed)
8GB DDR3
MSI MoBo
Dual 1TB Seagate Blue's
 
Solution
A) check your cable connection on back of PC and monitor, any lose?
B) If ONLY when Windows loads (you don't see it during BIOS/UEFI booting) then it may be a driver issue, try reinstalling
C) Turn off all OCing and see if it stops
D) Potentially a hardware issue at mobo/GPU? Test card in different machine / put different card in this machine and see if it repeats. If in another machine Card is dying, if different card repeats then your looking at Mobo/CPU having hardware failure.
