Counter Strike: Global Offensive is Green and Pink and distorted in full screen

I alt-tabbed one day and when I went back, CS:GO was green and and pink. I closed the game, uninstalled the game and it's still green and pink unless I'm in windowed mode, how do i fix this

Try this if you have an Nvidia card goto Nvidia control panel, control 3d settings then select program settings, select game: csgo and then change shader cache. Near the bottom of the settings disabled general setting: on to off.
