Budget quiet CPU cooler and PSU suggestions

Hi, please give me some advice on good budget "silent" CPU coolers and very quiet PSUs. I will not overclock. I was thinking about:

Be quiet! System Power 8 400W PSU (37 €)
Be quiet! Pure Rock Slim CPU cooler (21 €)

I was also thinking of buying Corsair rm550x (90 €) semi pasive PSU and Be quiet! Shadow Rock Slim CPU cooler (40 €) but they are way over the budget for this secondary PC build.

PC will be running budget Ryzen 3 or G4560 CPU and GTX 1050 GPU. I am very sensitive to noise levels, so quiet PC is my top priority. What do you think I should get?

1| What sort of a budget are you looking to wrap up the cooler+PSU purchase?

2| You will need to pass on the rest of your system's specs(full system's specs) in order for us to gauge if the PSU you're looking at is enough.

3| Noise is a subjective topic since some people are nitpicky about the ticking within a fans motor or even can notice the slight hum/coil whine coming off a PSU.

Yes, the general direction with Be Quiet! devices is that they are silent. If it gives you any comfort, I'm currently using a Be Quiet! Shadow Rock LP on my A10-6800K system.

One other solution to having a near silent system is to have away from your ear, closer to the ground and a case that doesn't have top ventilation holes.

Case: Nanoxia Deep Silence 3 or Fractal design R4 (70 €)
CPU: Pentium G4560 or AMD Ryzen 3 (when it comes out) (65 or 120? €)- I will probably try to OC it to 4 Ghz, if I go with Ryzen
MB: Gigabyte GA-B250 or GA-B350 gaming 3 (cca 80€)
Ram: 8GB Corsair LPX 2400 or 3000 Mhz (depending if I go with Ryzen or not) (70 €)
GPU: gigabyte GTX 1050 Windforce 2gb (122 €)
SSD: Samsung EVO 850 250 gb (90€)

My budget is around 500 to 600 €, so it comes down to cca. 100 € for PSU and CPU cooler.
